Strategic Planning Guide for Promoting Sustainable Systems Change

The purpose of this guide is to assist groups in developing strategic plans. Groups will follow the Strategic Planning and Actionable Roadmap for Key Transformation (SPARK) process, incorporating elements of the Strategies to Repair Equity and Transform Community Health (STRETCH) Framework, to create a strategic plan that fosters long-term change. This guide can be used by units, organizations, or community coalitions/boards. It can also be adapted for strategic planning within partnerships involving multiple organizations. This guide takes groups through the context of strategic planning and outlines the following key milestones:

  •  Articulating the vision
  •  Identifying underlying contradictions
  •  Developing strategic directions
  • ·Creating an action plan.

Although the guide covers the strategic planning process from start to finish, it can be applied at any stage of the process: whether you are just beginning, in the middle, implementing, or reassessing your strategy. Templates are provided for each step, but groups are encouraged to use whatever methods work best for them, such as sticky notes, PowerPoint, Word, Miro, whiteboards, or pen and paper. The process of creating a strategic plan requires time, and this guide is intended to be completed at a pace that suits the group. It is not necessary to finish everything in one session, and groups can revisit different sections as needed to edit or make adjustments.
